Job Title: Community Employment Supervisor
Location: Castlemaine. Co Kerry
Reporting to: Board of Directors, Castlemaine CE Scheme CLG
Contract Type: Fixed Term
Hours: Full-time (typically 39 hours/week) 9.00am-5.00pm daily. Some out of hours
work will be required to meet the needs of the CE scheme.
Renumeration
Gross wage is 794.30 per week. Travel expenses are paid for approved travel.
Purpose of the Role
The Community Employment Supervisor is responsible for the effective management
and coordination of the CE Scheme, supporting participants—primarily long-term
unemployed individuals—towards gaining meaningful work experience, training, and
progression to employment or further education. The role combines project
administration, human resources, training coordination, and participant mentoring.
Administration & Financial Management
Ensure compliance with CE Scheme governance and Department of Social
Protection (DSP) procedures
Manage payroll, PRSI returns, materials claims, and participant development
grant claims
Maintain accurate financial records and submit timely reports to DSP and the
board of directors
Oversee timekeeping systems and ensure security of scheme assets
Human Resources & Participant Support
Coordinate recruitment of CE participants in line with DSP referral processes
Develop and manage individual contracts of employment
Conduct regular team meetings and one-on-one support sessions
Address disciplinary matters in accordance with CE procedures
Create exit plans and follow-up reports for participants post-scheme
Training & Development
Conduct training needs analysis and develop Individual Learner Plans (ILPs)
Source and coordinate cost-effective training opportunities aligned with DSP
guidelines
Monitor participant progress and maintain training records
Facilitate work placements and liaise with employers to support participant
progression
Reporting & Compliance
Provide regular updates to the Board of Directors and DEASP
Ensure scheme compliance with DSP monitoring requirements
Maintain participant databases and HR files
Essential Skills & Qualifications
Minimum of 3 years’ supervisory experience, ideally in community development
or employment services
Strong administrative and financial management skills
Excellent interpersonal, coaching, and mentoring abilities
Knowledge of DSP CE Scheme procedures and employment supports
Proficiency in Microsoft Office and database management
Ability to work independently and as part of a team
Full clean driving licence and access to own transport
Desirable Qualifications
NFQ Level 6 or higher in Business, Social Care, Education, or related field
Experience working with disadvantaged or marginalised groups
